The first answer by Melissa is correct. You have two genes that code for your Rh blood type, you get one copy from each parent. So all possible combinations are as follows:
+ + = positive Rh factor
+ - = positive Rh factor because - is a recessive gene and needs two copies in order for the gene to be expressed, anytime one copy of Rh positive gene is present, it will be expressed as an Rh positive blood type
- - = negative Rh factor, as described above.
So, if both mother and father were Rh positive with the + - genotype, then yes, there is a 1 in 4 chance, or 25% chance that a baby conceived by them would end up with Rh negative bloodtype.

Yes, because a + RH blood type means you are either + -. or ++. You see you actually have 2, one from each parents, but when you have at least one +, since it's dominant, that's your blood type. If you have a - blood type, it means you really have --, since it's recessive. So if 2 people with + - blood type, both pass the negative on, the child will be negative. Two people with a negative blood type, can only have negative blood type children, since that's all they carry.
It's like hair color. You carry 2 hair color genes. If you have blond hair, it means you have 2 copies of the blond hair gene since it's recessive. If you have brown hair you can have either one or 2 copies of it, since it's dominant. So 2 brown haired people can have blond hair children if they both are carriers of it and boty pass that gene on to their child. But 2 blond hair people can only have blond hair children, since they only carry the blond gene.

Two parents probably could not have a negative baby. I am a negative and the father is a positive, so my baby could be either. I don't think you would need to take the RoGam shot, but if you WERE a negative, then you would have to discuss your options......And don't listen to these rude people here, if they have no good answer for you, then they shouldn't post answers in fist place.
