Because all of the recruits know they'll have a chance to start from Day One, since the product that the Irish are currently putting on the field is pathetic.
Ride the pine at a good school, or go to Notre Dame and start as a freshman... A lot of kids will choose the second.

Because these recruiting services that are in charge of rating the recruiting classes know that ND has the biggest fan following, and they will buy the most recruiting magazines. Therefore, the athletes that ND recruits are given higher ratings to appease this fan base. I think it's obvious that these ratings are bogus, because these 5-star athletes just aren't there. They're slow and untalented.
To the guy below...I'm aware that the athletes are ranked before they commit, but these recruiting services know who Notre Dame is pursuing. Since ND is recruiting them, and ND has the largest fan base, these recruits get inflated ratings.
