Looks to me like the caption reads " opportvnvs ad est "
and on the object it looks like there is someone on the ground looking up at something in the sky. Interesting.

P.S.
The caption definitely reads " opportvnvs ad est " not "fortunas ad est."

It's a wheel of Fate/Fortune. Read the caption around the coin. "Fortunas ad est", or "It is up to fortune/fate". It's not a "UFO", it's a gambling device.
