Purring is believed to spur chemicals into a cat's brain to make it feel safe and happy. Cats purr when happy, injured, giving birth, and even when they're dying. It's belived that every cat purrs, including lions and tigers, although there's controversy over whether this is actally purring or not.

Their larynx vibrates. As air passes through it, you hear and feel the purr.

They have vocal chords, just like us. We say "mmmm", when we're happy and they purr. There's really no difference.
