The lighter and radio quit working and at the same time the seat belt light stays on constantly. No blown fuses in the fuse block. I have checked and doublechecked. Any ideas?

Lighters and radios generally aren't on the same fuse. Some nitwit probably installed the radio and hooked it up to the lighter wire. If you're sure the fuses are good, you'll have to pull the radio out and check the wiring.
Seat belt lights being stuck on are generally because the wire going to the sensor in the buckle is off.

Sounds like a bad common ground for the lighter and radio and may be a ground problem with the seat belt light also. Test for power at the lighter socket center terminal with a test light. If there's no power, could be a loose wire connection. Check a wiring diagram for the vehicle...Eautorepair.net has info for a small fee. Or Wirediagram.com
