Where to begin.... This question assumes that females are responsible for reproduction. This is false. It does still take two people to make one baby. Also, you're talking to people who would not want a pregnancy I'm guessing. These are going to be young people mostly who are driven not by thinking but, by hormones. People aren't always the most passionate when they're unwrapping package. That sometimes has the predictable effect of rendering what's inside the package useless.
I'm also assuming you're promoting abstinence by your wording. One question: why do you think abstinence has a fart in the wind's chance of working? Mammalian reproduction is pretty old. Genetics have worked this out to be fairly efficient. Conception is the only method of reproduction so, arguably any creature not adept at it would probably be removed from the fossil record pretty quick. Genetically, we are driven to defy abstinence.

Women today have the option of getting on the Pill or take shots or forcing the guys they are banging to wear a condom, oh yeah they also have female condoms and other birthcontrol devices available.
If they want to get pregnant they can if they don't want a male to have sex with they can always go to the sperm bank and let science get them pregnant. I've known several women who have done just that.
Bottom line is if you want to have sex but not get pregnant then get on the pill, or make him wear a condom.
And if you are drunk at the time then you reap what you sow...
