the tractor runs great, but after i shut it off and leave it for 20 minutes with the gas turned on it floods and is very hard to start again. I have another identical one, that when the gas is left turned on it does not flood. i already rebuilt the carb. any suggestions to what the problem could be?

Float stuck or air cleaner full of dirt make it act like a choke. make sure your throttle is closing and staying closed when you shut down It all so helps to idle for a few minutes before shutting down . make sure your fuel line is away from the exhaust that can heat the fuel and cause you this problem

Not too sure here. Possibly, the linkage from the choke knob to the butterfly is binding, and the choke is on just enough to work fine on a cold start up and still on during a warm start to introduce more gasoline. Or, the pressure of the gasoline in the tank - with the valve open - is pushing gas past the needle valve slowly with engine off, but enough to load up the cylinders.

Look for dirt in the needle valve in the carburetor. Might be wise to flush the fuel tank and lines to get any debris out.

sounds like the float calve or needle valve needs cleaning
