I want to clean out my pocket bike carb but will carb cleaner eat throught the plastic parts?

No - do it - just remove it - spray it all down real good

Blow dry inside and out

Carb cleaner doesn't have anything harsher than the cleaners gasoline has added to it. It's just more concentrated. It won't hurt anything that gasoline won't hurt.

it wont damage the plastic but if there's any soft rubber parts on it,it will eat through them ,so if you do this be really careful you can easily mess it up,good luck.
