I've heard it. I grew up in Wisconsin and now live in Arizona and I've heard it both places. I think the 'donkey' part of it replaced the 'meow' part of it from the expression in the early part of the twentieth century (it's the cat's meow).

In the UK we say the cat's whiskers, it's the cat's pajamas or the cat's meow in USA. These are used to mean something really good I'm guessing that the cat's @ss is a derogatory phrase though. Have never heard of that one sorry

I've heard "that's the cat's meow" but I have no idea what it means (my dad was military - and I just figured it was a local expression that meant something to the people there - although I can't remember where "there" is)

the phrase is "cat's meow" and it means that something is really great... like in "this milkshake is the cat's meow!"
