it looks almost exactly like a fly except for it has 2 things sticking out of its butt, when i swat at it it doesn't leave...
help??

It looks, EXACTLY exactly like a fly, same size, same shape, same wings, same color, its all black, it has two antenna-like things sticking out of its butt, also black, and it doesn't shoo when i swat at it

Not much information there. Flies, Diptera, usually don't have anything sticking out of their butt(unless its after you swatted them). Order Hymenoptera, which contains Sawflies, ichneumons, chalcids, ants, wasps and bees does. These are ovipositors which could be single, as in bees or in pairs.Take a look at what is that bug.com and see what you find.

The insect you're describing could be any of a wide variety of species of fly or other winged insect. Could you get a photo?
