If you really like him, I'd give him time. Just make sure you are very friendly and hang out all the time, and maybe he will decide he will have a girlfriend and pick you. Plus, you haven't heard him say that himself. So it might not even be true. Lucky you!

be his friend. talk to him. make sure he knows you are interested in him. flirt a little bit. if he likes you, it will become obvious and it will be hard for him not to go out with you after some time.
