Get in touch with the Area Agency on Aging in Louisville, Kentucky. They have many local contacts and they are very knowledgable about the needs of the elderly. Here's their address and phone number. In my state the Area Agency on Aging also sets up free legal services for the elderly. Your mother-in-law might ask them about that type of help too. Good luck.

Supposedly there are programs.....but for the life of me I honestly don't know where to find out.
We had a story here where an 89 yr. old man lived in his fully paid for home, with an elderly wife with Alzheimer's, and a mentally disabled adult daughter. His house needed painting and his front porch fixed. He didn't have the funds or the ability to fix it. They were going to take his home away because of a new housing ordinance if he didn't comply within so many days. I mean it needed repair but it wasn't falling down. It was a 2 story home......a home he paid for.....fortunatly a reporter had the story put in the paper and volunteers came and did it for him. He was in tears he was so thankful. I find it sickening people would harrass people at such a time and take what they worked their life to own away from them.

There are weatherization programs available for low income Seniors. I don't know how much they would do, but anything would be a help.
Get in touch with your local Agency On Aging office. Call the National Hotline at 1-800-510-2020 and your call will be directed to the office nearest you. You can then discuss the situation with them and they will either have the answers or referrals to the program nearest you.

I am a handy man that do help the elderly in a Mobile home park for free. Then consult them what consist of the type of repairs a professional would do. I never like them to get robbed of nonsense repairs. The best way is to find a handy man, and by all means, must be checked out.

You might think about checking with the local "Habitat For Humanity" as I know they do volunteer work for the elderly in my area of South Central Texas.

In my area of California, you could be sued working on private property if you were hurt. I work with volunteers, and we could not provide services to seniors, even to read to them at their home. We are sue happy in Cal. Check with your city's senior programs because they are usually insured. For the safety of your mother, be sure the person has been finger printed, no criminal record, recommendations, and interview the volunteer yourself. Too many scams out there.
