Just PC speaker usually. The very idea of safe mode is to disable all drivers and applications to debug what is going wrong.
And by PC speaker I mean the tiny one that is on the motherboard

In general, you shouldn't need sound in Safe Mode. Safe Mode isn't intended for playing music or games. It's intended to help you fix problems and get back into normal operation in Normal Mode.
If your machine is so far gone that you've resorted to using Safe Mode all the time, I suggest you backup your files and reinstall Windows.

NOPE.
Safe mode = Windows with the bare minimum drivers set, ie NO support for advanced graphics (basic VGA drivers), no sound, no networking (unless you pick safe mode with networking) etc etc etc
Safe mode is a DIAGNOSTIC and REPAIR mode, and windows is NOT designed to run software in this mode other than "utilities" to help resolve issues

Yes, sound should work in safe mode. However if your sound card uses extra software to run its more advanced features, that won't work unless you manually run it.
