The fat lady sings last at the opera so by saying when the fat lady sings it means the end.

It is a stockmarket expression. A Wagner opera (fashionable in 1920s) did not end until the final song from (necessarily) fat lead female singer. Which observation was used as an analogy: that a stockmarket bull run keeps rising until a final ridiculous extreme.
