No stumping is not runout.
And a batsman cant be stumped in free hit.
Its the rule and not just my personal opinion.

A stumping is where a batsman is out of his crease and the wicket is put down by the wicket keeper without the assistance of another fielder and the batsmen are not attempying a run. In a run out a wicket keeper may also put the wicket down if the batsmen are attempting a run or he recieves the ball from another fieldsman.
