It is ment to give her a personality as someone you know. Ms Clinton would bring to mind her husband and make the focus on him. He might have been a bad man but he was an ok president and then people will think she is using his name for votes. This way they can mind fu** everyone and act like they are not trying to.

Beside having the same last name as a president into office not so long ago, there is surely some strategy behind it.
First, she is the only female running.
Using both name would look more formal, while fitting a personality like Margaret Thatcher with her strong character that does not change much her first opinions.
Hillary Clinton try to look more like the Marilyn Monroe of politics, an easy to access type of women, and as such, only use Hillary.
