It is the central angle (formed by two radii) that determines the portion of the circle. If you have a fixed radius, the length of the arc of the circle subtended by the central is rx where r is the radius and x is the central angle measured in radians.

pi radians = 180 degrees. pi/2 radians = 90 degrees. pi/6 radians = 30 degrees. x degrees = pi*x/180 radians.

But I think it easier to just use degrees. If 1/12 of the pie chart is to represent something, the 360/12 = 30 degrees would be the central angle to express this portion. length of radius is not important.
