A sapper is one who engages in combat engineering. Generally a sapper was one who dug tunnels towards the enemy trenches packed them with explosives under the enemy position, and then lit them off. A sniper was a marksmanship specialist, often times equipped with a telescope sighted rifle (but not always) whose job it was to provide very accurate and deadly harassment fire. Due to the static nature of trench warfare, snipers could memorize the terrain around them, and became very effective indeed. Men had to keep their heads down, lest they be blown off by the always vigilent snipers. These are simplified explanations, see the links below for more information.

A "sapper" is a combat engineer - he lays mines, barriers, that sort of thin. Everything from land mines, barbed wire, trenches, etc.
A sniper is a specialist who is an excellent shot with a modified rifle with an excellent scope.. He lies in wait and picks off the enemy one by one, All soldiers are particularly afraid of the snipers as you don't see them until they've hit you or the guy next to you.

In layman's terms - the sapper gets through the enemy's barbed wire and lays explosives in the enemy's lines.

The sniper is a sharpshooter, specifically designed to take out the opponents and remain hidden with a long-range rifle.
