Things can happen accidentally. Remember that accident is not purpose.
I'm sure that your school has more blank report cards, and a record of your grades. A note sent to the school, or a phone call from your mom explaining the situation will fix the problem.

Tell your mom about your situation, chances are she can write a letter if it was an accident. The school has it saved on the computer or the teacher might have a copy that you could copy again. In my school, they accept letters from parents for like anything.... so they're not that strict....

If your mom is the one that tore your report card, then she needs to be the one to talk to your teacher and explain what happened----in person so that the teacher does not think you are trying to get out of having your parents look at your report card.

Tell your teacher when you get to school and show her the report card. I would definately have mom write a note and have her sign it.
If the teacher doubts your story, she will call your mom to speak to her. So don't try to forge a note with your mother's signature.

let your mom face the school she tore your card right? she should face the school and tell what happened so that your strict school won't accuse you for a liar. as for you, you should just tell the truth and go ask your mom to face the school and your teacher.

Ask your Mom to write a letter to your teacher explaining what happened. She can put her phone number in the letter in case they want to contact her to make sure she really wrote it and to make sure she really saw the report card.
I am sure the school will accept the fact that people make mistakes sometimes.

Ask you mom to talk to your school if they're really strict. It wasn't your fault, neither was it your mom's - it was just an accident, so there should be no problem if you got your mom backing you up.
ps. she probably could've torn it up cuz she was probably cleaing out some old papers!
