You don't have a virus, but you do have a corrupted file. It sounds like your hard drive ran into an error, or you had a bad sector on your hard drive that happened to be in that file. That's a strategic file that Windows needs to start up.
You "could" fix this on your own if you have ALOT of technical Saavy, but if you're not comfortable with complicated instructions to fix it, I would recommend a professional for this one. At the worst end of the spectrum, you would have to re-install Windows again.

Power down your PC and re-boot FIRST. Sometimes Windows just burps.
If it persists, follow the previous suggestions.
And, yes, you may have a virus.
Why? Because it's Windoze!!!

do you not have an visrus protection? if not then go on http://free.grisoft.com/doc/downloads-products/us/frt/0?prd=aff and download a thing called AVG free, it is excellent, it is an anti virus and free, you do not hav to pay for it or nothing, its good because if you cant always afford to pay for anyhitng AVG is there. it is reccomended by windows so dont think its a virus its self i found out about it through windows, HOPE IT WORKS FOR YOU!

there's no Virus bt there was a veeeeeery importand SYSTEM FILE lost,,,if u dun fix ur pc,,,abt a week later u'l hv 2 format it...the best way to fix it is
1-buy a CD WINDOWS put it in ur pc ,,then go to start>Run and type "sfc scannow" it will repair ur PC 100%
2_If u have legal windows go to Microsoft web and ask them to fix ur pc
3-download a Register Fixer and run it,,,for any help jus let me knw,,,IM me,,gud luck

I would try fixing it by repairing the system off a boot disc. To do this, place your windows installation disc in the drive, restart the computer and press any key when you're told to do so to boot from disc, then select repair.
If your computer doesn't prompt you to boot from disc, go to your BIOS and change the primary boot thingy to DVD-Drive, then restart your system.

HAL is Microsoft's abbreviation for the Hardware Abstraction Layer. You could do this yourself.

buy some spyware remover-you can get them for under $30 unless you can still download -then you can get them free-just type in spyware remover and you'll get tons of them
