Hi Cassie, your best bet for choices would be Queenstown. Although the $10 tag might be way too low.
Other than that if you are not looking for "branded" snickers, your neighborhood hawker shops would carry some black sneakers.
Try Toa Payoh or Marine Parade

I have white sneakers from walmart that were $10, though the only problem is the foot padding in one of the sneakers keeps coming out of place. i still like em tho

Look at the bargain racks at shoe stores like DSW, I just bought a nice pair for $5.
