Since you say you are a resident of China and ask about SSN, I am assuming that you want to move to the US.

There is a major change in philosophy of control between the two countries. In the US, some powers are given to the national government but the rest are held by the individual states. Professional documentation is a state issue. You will need to identify which state you are interested in and talk with their licensing board.

The SSN is for use as identification for financial transactions so that national government taxes and payments can be tracked.

The state that you choose may allow you to take the test with some alternate type of identification.
The SSN is under federal control. Since it is NOT identification of being a citizen, you may be able to contact the US State department (or a local embasy) to see about getting one.

Call the particular state's office of licensing.

In order to have a Social Security Number you have to legally enter the United States, obtain a resident alien visa and then enter the work force. Nevada only licenses those who are U.S. citizens or resident aliens.
