In a word, slaves. Shooting is an efficient way of killing your enemy which tends to promote development of a strong industrial base. A strong industrial base can only go so far with an untrusted servile workforce. Many of the benefits the Industrial Revolutions brought us were prefigured by inventions in the Ancient World, but in order to enjoy the benefits we have had to fully enfranchise more people than ever before. It is worth noting that slavery started disappearing from British rule as the Industrial Revolution developed. If you think about it, imagine what would have happened with the Spartacus revolution if there had been guns around. They needed slaves, as well as soldiers who were good fighters, and many of their best fighters were in that revolt. If there had been guns and ammunition involved I can assure you that the slaves would have had their hands on some of it before they could be shot. If you read Gibbon, if you read Plutarch, if you read Cato or the Cena Trimalchionis you will discover that while many Freedmen rose to positions of considerable influence slaves were the backbone of Roman Technology and they were not trusted enough to be educated to the extent needed to sustain industrial development.
Think of it this way: while the Qin dynasty unified China, it was the Han with their social and educational reforms which paved the way for the development of kites, gunpowder, cannon, china porcelain and so forth. The Romans perceived the reforms which would have made an Industrial Revolution more affordable as themselves too expensive to be worth the effort. They could not bring themselves to trust the bulk of their workers.
As time passed of course the Roman way of doing things degenerated into serfdom, and meaningful reform did not come until the towns, where Serfdom didn't work too well, had developed sufficient economic strength to provide economic advantages to a new relationship with the workforce.
Of course everything was more complicated than that but those are the outlines of it.

They didn't need them. Plenty of other ways to kill off a bunch of people - throw them to the lions or, as one Roman general did to servants he didn't like, throw them into an eel pond for the eels to eat, - and those are just a few examples.
