I'm not sure whether history repeats itself, but mankind surely repeats himself. The problem is we don't understand enough of our history and we're too progressive in our western understanding of history (that history is a long march from the the stone age to the modern era, each generation adding more to the tapestry, each better than the last).
This may not be true. The brightest minds of post WWI Europe could not adequately address the ethnic overlaps in the Balkans and in the Middle East. Today we are no smarter than those thinkers, albeit with access to much more information (though we surely could use less, or understand less from the sources we've accessed), and still don't have an answer for problems of ethnic demography in Bosnia, Kosova and Macedonia, or in Iraq, Turkey and Iran, to address the overlap of just two groups (Kurds and Albanians) that were equally troubling to address 90 years ago.
There may never be another authoritarian "Roman Empire" in whatever guise it comes, inevitably leading to mismanagement and economic decay followed by collapse via invasion from outsiders. However men will try to repeat their glorious recollection of what was Rome (Hitler's Third Reich, the Holy Roman Empire in Germany, the Russian tsar's view that the legacy of Rome travelled for safe keeping first to Constantinople and then to Moscow just as Constantinople fell). And men will repeat the mistakes of the past because they are too quick to assume they know more, too easily fooled by what they think are different circumstances. Those who rush too quickly into a problem (let's name this problem Iraq for a tie-in to a current situation) aren't likely to fully understand it, and when the plan goes awry (as most plans do), we end up repeating many of those mistakes that past generations made.
In vague terms we can probably assume history does repeat itself, as we can see cycles - cycles of the life of an empire or civilization, cycles of war and peace and the relative conditions present for longer cycles of peace, cycles of economic prosperity and economic recession and depression. Everything looks like it's repetitive when we look at the general picture and the vague concepts, such as ethnic conflicts and the rise and fall of states, rather than the specifics like the rise of Napoleon or Russian Revolution. These won't likely happen again as too many conditions were perfectly set for them to happen the first time.

I do think history repeats itself. There are definitely different scenarios and characters, different technology and ideas, but we need to be careful not to repeat the mistakes of the past. (and careful to repeat the successes.)

I think its a very true statement and even though on the surface it seems hard to believe it would be true throughout the ages it's actually pretty smart.
For example Vietnam proved to Politicians that you having the backing of your people is important, yet here the US is again in Iraq without the support of the people.
Even though the details of the war are different in some ways that the result was exactly the same, of course thats just one example.
It all comes down to things like power and money which drive people to the same ends over and over again (exploitation, dictatorship, opression, etc)

I don't know if it always repeats itself but there's logic in there. The one thing that's always been constant since history began is human beings. They might have worn different clothes and lived in different countries and times but other than that, people have never been that fundamentally different to the way we are now.

True! just look at Napoleon's history with Russia, then go forward 150 years and look at Hitler's. its amazing, both (Napoleon & Hitler) were "friendly" with Russia, both then invaded Russia which lead to both their down falls. this of course is a very elamentry explation on the subject but i do not have to time to go into any detail, sorry.
