If a person that her/his generation belong to another land and not your country but she/he born in your country and raise there and now live in your country and have a job and speak your language exactly like you do.
Do you still consider this person as foreigner?

No, they are of foreign descent, but being born in their parents adoptive country makes them British or American etc.

i would not consider the person as a foreigner but that depends on the place you live in
