The water pulses out of the ground constantly worse when it rains.In my backyard I can dig down about 3ft in certain areas and find water. I live on the side of a small hill in the suburbs with a small creek at the bottom 100mt away. Im 6 to 800mt above sea level. Its not my water supply. Water tests show nitrates ammonium ph 5.6 & slight traces of fluoride. No one can tell me where this water is coming from or who can.

You said that you live in a suburb on the side of a small hill. We have had that problem here and it has been several things from a wet weather underground spring to people living above someone else who have leaking water lines, swimming pools, & etc. If you have homes above you, best to hire a pro as suggested, but if not, you could try going up the hill a little ways and digging down and see if you can find water. The city here put in some pipes to divert the water around homes and into the creek at the bottom of the ravine.
