quantity of a percent is dependent on the BASE.. the base is the number on which the percecnt is applied... for example, in the problem: one percent of 100, the number 100 is the base.... so to get the quantity of a percent of a number, u simply multiply 0.01 by the base... for example 1% of 100 = 0.01x100 = 1..

Percentage has to be 'of' something in order to become a quantity, as it is a fraction with denominator always 100, to make things easy.
