In Japan, and in my home, the shower comes first, then the bath, so your body is clean when you enter the water.

uh...that seems like a waste of water...why not just take a shower?

I suppose if you really had to take a bath then I would say shower after the bath to wash off the filth that you just sat in and scrub off the dead skin that you've loosened up. It is unlikely that by showering before the bath you would get all of the dead skin and such off of you so when you went to take a bath afterwards you would still be sitting in your own filth, just less of it...

I always take showers because it is the most invigorating way to bathe. I use a fresh bar of Dr. Bronner's Pure Castile Eucalyptus Soap whenever I take a hot shower, because it makes me feel so good and healthy; inside and outside.
