If you are talking VHS thenit becomes a question of speed and quality of taping. If the tapes are at ep then the sound quality is always bad. If the tapes are at sp then perhaps adjusting the tracking may help unless you have automatic tracking like on many machines these days. The first thing you should do is clean the heads on your machine to see that they are not dirty. Turn off your television and clean the machine. Allow it time to dry and then try and play the tape with the clean machine. If that does not help then the tape is probably worn or dirty. You can press the buton on the side of the tape to see which one it is by retracting the door on the end of the tape to see if it is shadey looking or warped looking. At any rate, if the tape looks bad then there is no more you can do for it.

If this is a DVD, then get a kleenex and some alcohol and clean it. Use a dust free shammy to finish the job. If the play is not improved theyn they make a disc fixer for this. If there is still that problem, test out a new disc and see if the sound is good. If it is then those discs are bad, warped or conterfeit.

That is all you can do.
