It sounds like you hit someone don't have insurance and you're either going to have to pay for it, you can't believe what your insurance is paying for it, or you're trying to keep insurance out of it. Am I right?
It depends. It depends on the shop (prices vary from shop to shop and average prices vary by region), and more importantly, it depends on how bad the damage actually is.
If it's just a really light scratch that doesn't actually reach the base-coat (it only scratches the clear coat) it could buff out. A few dozens of dollars maybe.
If it goes through the clear coat, you're looking at a MINIMUM of hundreds of dollars. they've got to sand away the old paint for a good distance around the scratch, put down new paint, and feather it carefully so you can't see the edge, and put new clear coat, and try to match the surface texture. And that's all a whole lot harder to do than it is to say...it takes a lot of skill to do it right, and that is why it is expensive. Oh yeah, and if the paint is metallic, it all gets harder.
If the scratch is really big, or if the bumper doesn't have any sharp edges in it (which hide inconsistencies in the paint) they might want to paint the whole bumper. And then they might want to do the feathering on the body panel adjacent to it.
(Okay, okay, it's a Kia, no one would be likely to go that far, but they could)
Oh, and this assumes it really is just a scratch. There could be damage to the bumper cover or the actual bumper underneath that you can't see at first glance. In that case, you are talking about replacing the whole cover and maybe bumper, and painting them.
If my first guess was correct: get insurance, and USE it.

If they are not too deep, a good detail shop may be able to buff them out fairly cheaply. Otherwise a body shop will have to sand them down and repaint the whole bumper cover...usually runs around 250-300.00...call or drive around to some local shops and get estimates. Another option is a company called Bumper Medic that can spot repair a bumper a lot cheaper...may not have one in your area though.

Because we all can see the scratches and know exactly how bad it is I would recommend going to a body shop for a FREE estimate. Not all of us live in the same town, so prices can vary
