There are several ways top do this, but I'll let you know of the easiest one.

On the side or rear of your laptop, you will probably see a port, labeled AV. This yellow port can be plugged into using a special (cheap) cable, which will then go into the av input on your telovision.
If this is not equipped, however, you will need to burn a dvd of it. If this is a DivX video, you can simply burn a dvd for a DivX equipped dvd player (even a data CD as opposed to a dvd.) If not, however, you will need to convert this file to an IOS image, and burn it into a regular DVD format.

This is asuming that this was a legally downloaded video of course, and I of course do not condone nor help the illegal use of downloading copyrighted materials.

Get the S-video to vga cable. Available from compusa. Then just hook up the svideo part in your laptop and vga cables into the red white and yellow ports in your tv and change the settings on your graphics menu and voila you are connected to your tv.

Check with your computer manufacturer about the specific cables you will need.
