This is November 9th and the elections were held on Tuesday, Nov. 6th. You can always register to vote whenever the registrars of voters schedule hours. These differ in every town in every state. Check with the town Hall for exact dates.

If you are talking about the upcoming November '08 elections, yes you should be able to. If your planning on voting in the Primaries, you'll have to check with your local elections office, usually found at your city or town hall.

depends on the state but you can definitely vote in the 08 election, but you might not make it for the primaries

Depends on the state, I don't know for sure, it really depends on when your state's Primary Election is.
