toughest? okei there are 2 or 3 hum i know
one is Pein a.k.a. Nagato. y? he is a former student of Jiraiya, hus studentz turned out 2 be great ninjas lyk Yondaime en Naruto, he has d Rinnegan d greatest en d strongest of all Doujutsu (eye techniques like Sharingan), Nagato never lost in a fight, he has all 6 elemental chakra w/in him that others don't have, en he is now the "leader" of the new Amekagure since he defeated the legendary Salamander Hanzou...those feats en skillz makes him dangerous...
the second is Tobi or Uchiha Madara
y? he has faced d legendary Shodaime Hokage en is said to be dead but Madara is very alive...madara is also said to have summoned the Kyuubi w/c is the strongest of the tailed beasts.....Madara can also have the Mangekyou Sharingan ability w/c is also dangerous but will Tsukuyomi beat the powers of the Rinnegan? en we also haven't seen madara fight even once so its either he or pein is the strongest..

the third would be Uchiha Itachi...but i wud say he is a wildcard...cuz his Sharingan ability might not rival that of Madara's but he is still somebody to be feared cuz he has the Mangekyou Sharingan en he could go head in head with Tsunade but not Jiraiya since i reckon Jiraiya is the strongest Sannin.....but still Itachi is a force to be reckoned with....

Tobi is not the leader. Pein is (though strangely Tobi seems to have given Pein orders a few times, Pein is still called the leader).
Anyway, we really don't know enough about most of the Akatsuki members to be able to say. Pein supposedly has never lost a fight, though, so I'd have to say he is.

It is a contest between Pein and tobi or "Madara". Pein is the supposed "leader" and has never lost a fight. He also has the ultimate eye jutsu, the rinnagan. Tobi gives pein orders and summoned the nine tailed fox. If you have ever read or watched naruto at all, you know how big of a deal this is.

thats a tough one to think about but it has to be between pein, itachi, or madara since they are the strongest members and have the best jutsu i would say tobi is becuase he gives pein orders and he hasn't revealed none of his abilities yet he could have new sharingan powers for all we know

If tobi is madara then probably Madara. Pein is also up there too. Itachi is pretty good too but not as good as Pein and Tobi.

Its tobi because i heard of a spoiler i dont no if this is true but tobi summoned the nine tailed fox and ****** up his sharingun.I mean if he summoned the nine tail fox he must be strong. BTW tobi is the leader guy with orange hair
