A car CAN'T drive at the speed of light, but you can get 99.9999999999% close to the speed of light if you had the force to do so.

And thus, if you open your lights, it would make a difference, as the light will travel away from you, at a relative speed.

It would have the same effect as sound with a jet going Mach 1 and create a Photic Boom.
If going slightly slower than the speed of light, the light would compress in front of the car and and form a sort of light bubble.
If going slightly faster than the speed of light the light source would advance in front of the light and the light would pool in the back of the healight.
If going exactly the speed of light, the light would be a combination of the 2. Since the light would emit from the filament in all directions, it would pool in the back of the headlight but would be more evenly dispersed.

This would be more plausable on a Suzuki GSXR.

you will get pulled over by utilising the police. As for the headlights, they are going to be on, yet no mild will leave them as you're occurring a similar speed, its like throwing a ball in front of you and then working after it on a similar speed, its relative place would not substitute.

Dont do it! That's like hitting a stone wall at 186,000 miles per second. It will violate your insurance and you will go to hell with real fire for all eternity. It's a lot of fun, but think about the future.
