It means that you have things on your mind that you aren't talking about, you aren't laying all your cards on the table, so to speak. If somebody has a hidden agenda they have an obscured and secret reason for wanting you to do something.If you are meeting for one stated purpose, but the person with the hidden agenda really has some other objective.

It means there is people who have an ulterior motive to their actions and words. These days if we are wise to those types of folks, we are doomed to be vitimized by those who mean us harm, emotionally and/or physically.

Most of us would like to think that people are upfront and take them for face value. But a lot of victim stories are about folks who did just that. Some people have something else in mind when asking for help, pretending they are in need, or befriending you so easily.
We should all be more aware of hidden agendas and not to project our own good natures onto others as if everyone is on the up and up and means us no harm. The news is filled with victims of those who had hidden agendas.

It's a term from the Human Potential Movement of the mid-20th Century. It means the same thing as "being devious," or "having an ulterior motive."

It means to say you want to do one thing, but you are really doing something else.

For instance, invite some to your house for some pizza, and have a surprise birthday party for them, or a man invites his girlfriend to dinner, but he really wants to ask her to marry him.

Or you say you are going to college to get an education, but really you want to find someone to marry.

sometimes your not even aware of it it, but you act based on some secret desire. like you flirt with a guy, but you know you don't really like him, you're doing it because it makes you feel better about yourself. the guy doesn't know, he thinks you like him, but deep down you know your not really intersted.
