Yes, you can do this if you have individual server software that supports php. But if you don't specifically need php, you can create your own personal WIKI from Twiki, which comes with its own personal server to run on a Windows machine. Go to twiki.org and download the personal server for free.
Edit: The instructions are pretty easy and there's a good knowledge base there for it.
