This is a silly question but one that I am sore tempted to answer. IF one excluded humans from the equation because our weapons are conceptual before they are physical giving them advantage, the obvious answer would be the African elephant. Some of these creatures have an intelligence rivaling a human of low iq, which is still incredibly intellingent in the animal kinkdom. They are also among the most powerfull and heavily armed animals with stone hard tusks that can rent steel and a hide that only the most powerfull hunting rifles can pierce. This is all based on the assumption that this is ONE ON ONE, animal vs. animal. If it were species vs. species the clear winner would be insects namely ants. They outweigh all mammals combined and can keep coming and coming. Well it's always good to escape into trances of imagination. Hope this gives you the answer you seek.

With or without human tools? If we had a fight armed with nukes then nothing would stand a chance, but naked fist fight we'll lose to simpler things such as a cow. Either way, the ultimate winner are deadly bacteria since they will consume and keep on multiplying.

Alternatively it would be a draw between whatever tried to kill it and the dragon if the dragon managed to get even the slightest nick on its opponent (which is pretty much 100% guaranteed) whilst being killed.
