I like homemade gifts, whenever possible I make something for my mom and I love it when my kids make things for me. You could always go to one of those ceramics studios and paint a mug or plate for your mom.
if you want to do a pampering thing then go to a craft or dollar store and get one of those big cardboard "chinese take out" boxes that are so popular and fill it with neat girly bath stuff stuff. You could also get her a gift card for a relaxing massage

A scrapbook sounds great (answer above)
But if you don't have the time...try to think of things she loves! Mine loves cook books, but they are so expensive usually. (The good ones anyway) So I bought her a cook book display stand with a few of her favorite cook books.
Moms also enjoy pampering, manicures, massages, pedicures. Something to where they can do something for themselves!

As a mom, I've always loved anything my kids have made for me. You can make her a necklace for example. I am crocheting a throw blanket for my mom this year for when she watches tv. I think anything you put some thought into, she would love. Even those make your own teddy bears you can do at the mall.

Maybe a locket with your pic in it. A birthstone ring with your and any siblings if you have them birthstones in it. Or if you are short on cash maybe a homemade coupon book, with coupons for doing the dishes, cleaning the living room, dusting the house, etc. That way she can redeem them when she needs to or wants to have some time for herself.

I am telling you now that all mothers love something their child made for them. How about you pull some old family photos out and make her a memory scrapbook that she can later add to.

Flowers die. Don't do that for Christmas.
I know my mother would love it if I cleaned her house or took her out for a day of window shopping and a nice lunch.

Someone else to cook, clean up after the meal and to keep the kids from their (inevitable) arguing.
My b-day present was to have both of my kids listen to me without back-talking....that would work for me again!
If I can't have any of that, I'd settle for an hour of peaceful solitude and hugs & kisses.
