Considering how ironic it would be for them to put a medication for kleptomania on shelves, I don't think you are going to find any over-the-counter medications for it. In order to solve this issue it probably isn't a physiological issue (chemical imbalance in the brain) so much as a psychological craving. The issue would need to be taken into counseling, more and likely with a psychiatrist, in case it was a medical dilemma, so medication could be provided.
Short answer: yes and no.

I'm fairly certain that these people have an addiction and that there are some type of medications capable of blocking these receptors(?) etc. I am currently on seroquel which seems to have eventually balanced my..um psychosis from taking control of my conscience and or conciousness. Try asking this in the psychology or mental health section as well.

And no, there's no medication for kleptomaniacs.
What you're asking about is a learned habit and not a mental illness. First you need to become aware that you're doing it, figure out why you're doing it, solve it, and find other things to keep your hands busy, like doing crafts.
By the way, psychiatrists give medication, and you don't need that...so, choose a psychologist (a non-doctor) instead.

Try keeping your hands occupied with something like a stress ball.
Reward yourself for not stealing things.
And ignore lame comments like "I'm sure you can steal drugs from a pharmacy."

Great Question....yes there is...the next time your neighbor is bar-b-queing, go over and grab two handfulls of hot coals and hold on to them about 10 minutes....this should, at least for the short term, cure you........
