Or, what would you think of members of the House and Senator being paid directly by their district or State, and the people back home control their pay and benefits?

Elizabeth Dole probably wouldn't get ANY pay because nobody knows where she is! NC hasn't heard from her in 5 years.

Yes, their pay raises should be voted on by the people. They work for the people of the areas they represent, therefore, the people are their bosses. Don't bosses usually determine if an employee deserves a raise or not?

While I do think there should be a little more oversight into Congressional pay raises, I don't think that's a good job for "the people." I think we should leave them with core issues like who should go on to the next round of American Idol.

Personally I would rather pay them when they actually did something constructive.
No work for the people, no pay.
Can't get any simpler than that.
