Generally it means that the particular girl who is saying it (1) does not want you to know what she's talking about, and (2) is embarassed by it.
It's really a bunch of crap.

IMO, it means more of a "I could tell you but you wouldn't really get it".
It's when 1) explaining would take too long, 2) it's something you would think silly or nonsensical but that makes perfect sense to us girls.
You see, in spite of everything, the girl and boy experience of life is still different and just like we don't get some of your boy thing, you won't get the girl thing.
I do think that men and women understand each other much better nowadays than they did in the past.
