Not all places in the U.S. observe daylight time. In particular, Hawaii and most of Arizona do not use it. Indiana adopted its use beginning in 2006.

Daylight Saving Time is NOT observed in Hawaii or Arizona. But, he Navajo Nation participates in the Daylight Saving Time even in Arizona, due to its large size and location in three states.
Other countries that are territories of America don't celebrate DST either. They are; American Samoa, Guam, Puerto Rico, the Virgin Islands, and the Commonwealth of Northern Mariana Islands.
Hope this helps.
