And it's never been a problem with management; I've never even SEEN a 'no shoes, no shirts, no service' sign here in the Netherlands, nor on my trips to Belgium and Scotland.

Even in the US, there are NO health department rules against going barefoot, and insurance companies don't require or even recommend footwear for customers. Stores may set their own dress codes but even in the US, while it may seem 'all stores' have a sign requiring shoes, many stores don't have such a policy and don't care. Unless you're in a very small town where there is no choice, just shop around a bit and if one store doesn't want a barefoot customer take your business some place else.

Yes...
At the Wal-Mart back in my hometown in New Mexico. There was always a women and her kids shopping without shoes. Their feet were really dirty too...it was gross.

They looked well off, so I think they were just a hippie family or something.
