I need to store a bunch of weapons, and I found the Xunlai storage system but it won't let me put weapons in it. I dragged, double-clicked, and everything I tried, it won't end up in storage
HELP please?

You should be able to just click and drag from your inventory to the storage inventory.

And no, there's aren't skill ranks, except for the Elite skills, which are frequently just upgraded versions of regular skills. You do power up skills by raising your attributes, though.

First you have to buy storage rights from the nearby Xunlai agent. There is one agent in every town standing near the chests.

It takes 50GP for each character to gain access, and an extra 50GP for access to the material storage page is you want it. Each character on your account pays this fee separately, but they all share the storage space. You should have at least two pages of general storage, and I believe you get another page for each game you own on that account.

The answer to your secondary question is no. Each skill in GWs only has one level. BUT you can improve that skill by spending attribute points into its related attribute. (That is the words in the parentheses after the skills description, and the default way the skills are sorted.)

All Guild Wars characters have assignable attribute points. Press K to open the menu and spend the attribute points. Unlike other games, you CAN change your attribute points any time, when you are in a non-combat area, with no cost or penalty.

Each class has 4 attributes, one of which you only get if that class is your primary class. You also gain the three common attributes from your secondary class, for a total of 7 attributes to spend points in.

Don't spread those points out too far, there is a maximum number of attribute points, so focus on only 3~4 skills at a time. And remember that you can reasign them. Don't load down on Beastmaster if you aren't going to take your pet with you!

You have to speak with a Xunlai agent and purchase your storage access (50 gold). After that, you should be able to drag your items into any open slot in your storage vault.

Most of your skills are based on attributes. For instance... for a ranger, any skill in Beast Mastery will be improved by spending attribute points (by pressing the K button, and using the arrow buttons by your attributes) in the Beast Mastery skill.
