Being in Southern California..the question should perhaps be rephrased as:

"What are some of the legal things that most drivers on occasion do while driving?"...

rolling california stop...illegal turns....and endless others....

besides that
not wearing a seatbelt
talking/texting on a cell phone
not coming to a complete stop at stop signs
not using their turn signals

Well in Florida its illegal to put your temporary tag in the back window, but that's where dealerships put it anyway. Its also illegal to have a backup copy of your driver's license.

I bet tens of thousands of people break these laws constantly without ever realizing it.
