It depends on the species of clam.

Some clams like fish need a male & female to reproduce. The female releases eggs into the water and then the male releases sperm and fertilizes it.

However, some can reproduce "alone", without the help of a male or female clam.

Adult male and female clams expel sperm and eggs into the water current and external fertilization occurs in the water column. Fertilized eggs are first developed into free-swimming larvae. The developing larva (veliger) then becomes "small clams" which then settles to the bottom.

The final stage of reproduction in few species is completed within the mantle cavity of the parent.
