I mean seiriously. And don't tell me that they are rto big or that they don't have wings because those are not good answers.

Nothing that big can ever fly -- ever. The largest birds had wingspans of .. maybe 12 feet or something -- yet only weighed like 60 lbs, they could barely fly actually, mainly glide. For a Beluga whale to fly, it would need a wingspan of a few hundred feet I bet. The wingspan to body weight ratio is critical for flight.

Because they evolved for life in water. There would be no benefit for a Beluga whale from flying. Where a Beluga whale lives, there are virtually no animals living above the surface (besides the occasional polar bear) so there would be no hunting or other needed resources to be gotten.

If you were to compare the fins of a whale to the wings of a bat, you would find that they have a very similar bone structure. This points to them having a very, very distant common ancestor. Over millions of years, that ancestor evolved and many other species turned up. Whales were never meant to fly, but they have a structure similar to that of a flying mammal. The shape and mass of their body is all wrong for it, plus they need to live in water to survive or else they will dry out. A flying animal needs to be very light and have the correct proportions and body shape for them to be able to fly.

Okay, I won't tell you that they're too big, too heavy, don't have wings, and need water to support their body weight.....
so what does make a good answer? That the FAA won't issue them pilot's licenses?

They do. They move through a fluid medium in three dimensions just as freely as other organisms move through the rarefied fluid air.
