Its all about how you see things, like is the glass half full or half empty. Just go on the positive, don't focus on the negative, and then you won't have to ask yourself that question. You'll know that pretty good is a start for "really great". To answer your question, no to me nothing is ever pretty good. I like to look at the bright side of things.

I think how the person says in his words, and also his tone/attitude. What I mean is if their tone isn't really joyed sounding that usually means pretty bad and if their joyful that usually means pretty good.

Nope, it means its little good not bad.
nothing can be perfect if i say your very good doesn't mean your the best if you compare to other better person then are you bad? or very good?
nothing can be the highest even god because we are equal.
pretty good means pretty good theres a possitive sign.

now that you have said it I guess it does sometimes, to know then is to look for sincerity of the person who said it but then again he/she may not be sincere also sometimes. I guess I'll just have to accept it per se..
