During the British empires expansionary times, nearly all travel was done by boat. This needed ports and rivers for shipbuilding, fishing, loading and unloading trade and provisions and the men to man the ship needed to be nearby. No cars or trains were around to transport people great distances, so the people needed to be near the ports and rivers. As people can't survive without aqua vitae, it is essential that fledgling colonies had access to fresh water. as these colonies grew in population, they radiated along the waters edge and later inland. Later when dams and water storages were built, people had better access to drinking water further and further away, which also had the advantage of increased transport away from water based transport.

Yup, rivers. Waterways allowed for travel, drinking, ability for trade and commerce to penetrate the country. Waterways also allowed for protection against enemies. ex) West Point Military Academy is stationed a bend in the Hudson River. Boats had to slow down when navigating this bend with allowed for the military to have an edge on their enemies.
