You havent been in the neighborhood for a long time, have you? Nobody whispers anymore, in church, in the libraries, at moments of silence.
Its probably because all the contraptions stuck on ears have resulted in an epidemic loss of hearing.

On a high plane, this occasioning, or as you intimate, perpetuity, may be because the Truth is the Light that is told in the Dark.

On the other hand, on a mundane plane but no less important one -- why should one whisper amid the exchanges with people if there is not some implication to somewhat covert, which at least can be held as impolite if not flat-out offensive? If there is somewhat constructive in one's intent, there is (most often) no reason to whisper in the first place -- agreed?

How about darkness denotes night, we are diurnal creatures, (that is we sleep at night) so when someone whispers in the dark they're just being polite (unconsciously) trying not to wake anyone up.

(this is the polite Canadian explanation :)
